
<p class="wp-block-paragraph">Homeland Security Secretary Markwayne Mullin issued a blunt warning on July 17, 2026, telling reporters that states which refuse to cooperate with the Trump administration&#8217;s voter roll security push could lose federal election funding, and that individual election officials could face fines, penalties, or even prison time if they ignore information DHS provides them. </p>



<p class="wp-block-paragraph">The announcement came one day after President Trump addressed the nation about what he called serious vulnerabilities in America&#8217;s election system, including newly declassified intelligence tying foreign actors, particularly China, to efforts aimed at American voters and voting infrastructure.</p>



<p class="wp-block-paragraph">Mullin, who was sworn in as DHS secretary on March 24, 2026, has become the administration&#8217;s lead voice on election security. His message to states has been consistent and direct. </p>



<p class="wp-block-paragraph">&#8220;We&#8217;re saying that the machines had to be secure, and that your voter registration list needs to be scrubbed,&#8221; Mullin said. He framed the request as nonpartisan, common sense housekeeping rather than a political attack. &#8220;Every state that&#8217;s not participating with us should be asked the hard question why not? What are you afraid of?&#8221; he asked. &#8220;It&#8217;s not that hard. This isn&#8217;t a partisan issue.&#8221;</p>



<p class="wp-block-paragraph">Mullin was even more pointed about the consequences for officials who ignore DHS guidance. &#8220;If the election officials, once we gave them the information they need to secure their elections and they chose not to, then those individuals can also be held accountable by fines, by penalties, and even depending on how far it goes, prison time,&#8221; he said. </p>



<p class="wp-block-paragraph">He promised aggressive pursuit of anyone attempting to vote illegally, saying penalties could reach five years in prison and $250,000 in fines.</p>



<p class="wp-block-paragraph"><strong>What funding is actually at stake</strong></p>



<p class="wp-block-paragraph">DHS has tied compliance to grants distributed through FEMA&#8217;s Homeland Security Grant Program, and Mullin said he is working with Commerce Secretary Howard Lutnick on additional requirements. Historically, direct federal election funding has flowed mainly through the Election Assistance Commission&#8217;s Help America Vote Act grants, which totaled just $55 million nationwide in fiscal year 2025, split among all 50 states, five territories, and Washington, D.C. </p>



<p class="wp-block-paragraph">That is a small fraction of the roughly 6 billion dollars states and counties spend annually to run elections, according to research from the MIT Election Data and Science Lab. Still, losing even modest federal support, combined with the threat of legal exposure for officials, raises the stakes for states weighing whether to fall in line.</p>



<p class="wp-block-paragraph"><strong>The voter roll problems DHS says it uncovered</strong></p>



<p class="wp-block-paragraph">Mullin&#8217;s push rests on a claim that DHS identified roughly 250,000 to 278,000 noncitizen registrations across California, New Jersey, Nevada, and Pennsylvania, along with tens of thousands of additional flagged names, including deceased voters, found through DHS&#8217;s expanded SAVE program, which cross-checks voter rolls against federal immigration and Social Security data. Twenty-three states are currently participating in that program.</p>



<p class="wp-block-paragraph">Notably, several Republican-led states, including Mississippi, North Dakota, and West Virginia, have also declined to join, a detail that undercuts the idea that resistance breaks cleanly along party lines. Even so, it is the reluctance of many Democratic-led states in particular to share full voter files with Washington that has drawn the sharpest scrutiny. </p>



<p class="wp-block-paragraph">When a state or a party in charge of a state&#8217;s elections resists a straightforward data comparison meant to catch ineligible registrations, it is fair to ask what is driving that resistance and whether officials are more comfortable with an uncertain voter roll than with outside verification.</p>



<p class="wp-block-paragraph"><strong>What is at risk if the rolls go unaddressed</strong></p>



<p class="wp-block-paragraph">The administration&#8217;s broader argument, laid out in Trump&#8217;s speech and in declassified intelligence documents, is that the stakes extend beyond noncitizen registrations. The White House says Chinese actors acquired roughly 220 million American voter records beginning around the 2020 election cycle, building a specialized unit to study U.S. voters, map political trends, and identify targets for future influence campaigns. </p>



<p class="wp-block-paragraph">One assessment concluded that adversaries including China, Russia, Iran, and North Korea &#8220;have the capability to compromise U.S. election infrastructure.&#8221; Separately, intelligence on Venezuela described efforts by Nicolas Maduro&#8217;s government to explore digitally altering election results in ways designed to evade audits.</p>



<p class="wp-block-paragraph">Election administration in America is decentralized by design, which is normally a strength, but it also means that inconsistent security practices from state to state can leave gaps for adversaries to probe. If voter rolls contain thousands of duplicate, deceased, or ineligible names, and if that data has already been harvested by a foreign government studying the American electorate, the argument that this is simply routine list maintenance becomes harder to sustain.</p>



<p class="wp-block-paragraph"><strong>Why this fight matters</strong></p>



<p class="wp-block-paragraph">Elections are the mechanism through which Americans peacefully transfer power, and that only works if the process is trusted. Whatever the final numbers turn out to be, a federal government pushing states to verify their rolls, secure their machines, and cooperate with basic data checks is asking for exactly the kind of due diligence that most institutions perform without controversy. </p>



<p class="wp-block-paragraph">States that treat that request as an intrusion rather than an opportunity to demonstrate their own integrity may be inviting the very doubts they claim to reject.</p>
